This ticket classifier calls a crash report 'billing'. Look at what gets embedded: the ticket TEXT plus the RESOLUTION — the outcome field written after the ticket was handled, which is exactly what the classifier exists to predict. That's chapter 38's cheat feature smuggled in through the embedding. Fix it to embed only what existed at prediction time.
